Delhi unsafe for women

After the Delhi gang rape case, Delhi is the most talked about city in the country when it comes to the safety of women. But why are we just blaming the men in the NCR. Similar case surfaced in Chennai after the Delhi incident happened and cases like this were reported from the entire country, big and small cities both.
Is the Delhi police alone to be blamed? Is it not that police at other places of the country are equally responsible.
